Tone marks are not the whole story
Thai has four tone marks but five tones, and the mark alone doesn't decide the tone - the consonant class and the vowel length decide it with them. This is the hardest mechanical part of Thai reading, and it does eventually click into a small set of patterns rather than a table you memorise.
